Apply Effect > Blur > Gaussian Blur.

Put the material of STEP2 into a New Composition.
Apply Effect > Blur > Radial Blur.
Radial Blur is double applied. (Smoothy)
First Blur Amount "400"
Second Blur Amount "100"
Set up from Timeline Window.

Animate the keyframe "Center"

Apply Effect > Adjust > Levels.
Adjust thickness by Alpha Channel Level.
